The perils of freezing electric rates to placate consumers

"By month's end, the Illinois legislature is expected to consider extending a decadelong rate freeze on electric rates for another three years. From my vantage point, as president of the California Public Utilities Commission, I have a strong recommendation to Illinois Gov. Rod Blagojevich and the legislators charged with protecting the interests of Illinois' energy consumers: Don't do it!"
